ไทย และ มาเลเซีย จัดหา Harpoon and Stand-off Land Attack Missile-Expanded Response (SLAM-ER)

มีข่าวว่า บริษัท โบอิ้ง ได้รับสัญญาจาก กองทัพเรือสหรัฐ ในการผลิตและอะไหล่ Harpoon SLAM-ER ให้กับ ทร.สหรัฐ และมิตรประเทศ อีก 9 ประเทศ ซึ่งมี ประเทศ มาเลเซีย และ ประเทศไทย รวมอยู่ด้วย

ในส่วนของ มาเลเซีย คงพอเข้าใจได้ว่า คงใช้การยิงจาก F/A-18D ที่มีประจำการ และเพิ่งทำการ อัพเกรด ไป...

แต่ในส่วนของ ทร.ไทย ซึ่งมีตัวเลขระบุว่า ได้รับจัดหาจำนวน 1 ลูก ซึ่ง ไทย รับผิดชอบประมาณ 2 หมื่นเหรียญสหรัฐ ประมาณ 7  แสนกว่าบาท...

คิดว่า ทร.ไทย จะนำมาใช้ยิงจาก F-27 ซึ่งดูจะเป็นแหล่งยิงเดียว ที่อยู่ใน List ของ SLAM-ER หรือจาก แหล่งปล่อยจากที่อื่น เช่น เรือฟริเกตสมรรถนะสูง ลำใหม่...ซึ่ง ก็คงมีการจัดหา ฮาร์พูน Block II มาแน่นอนอยู่แล้ว...

จึงคิดว่า ไม่น่าจะนำไปใช้ใน กองทัพอากาศไทย...

เคยเห็นภาพ F-16 ของนอร์เว ติดอาวุธนำวิถี Penguin เอาไว้ต่อต้านเรือรบกับเค้าได้เหมือนกัน

ถ้าไทยเราจะทำอย่างนั้นกับ F-16 ของเราบ้าง ต้องมีค่าใช้จ่ายในการปรับปรุงสูงรึเปล่าครับ

จะได้ช่วยเพิ่มขีดความสามารถในการโจมตีทางทะเลให้กับ F-16 ของเรา ชดเชยที่เราชวด F-18 ไปในครั้งกระนู้น

แถมอาจจะยังช่วยแบ่งเบางานให้ Gripen ได้อีก

ทีนี้เราจะมี F-16 + Penguin และ  gripen + RBS15....ไม่ต้องง้อ F-18+ Harpoon กันแล้ว

ในส่วนที่ระบุเกี่ยวกับไทยคือ ไทย (1) วงเงิน $20,394 คิดเป็น 0.16% ของวงเงินสัญญารวม($12,399,305 firm-fixed-price)

ตรงนี้จึงเข้าใจว่าน่าจะเป็นการจัดหาอะไหล่สำหรับซ่อมบำรุงอาวุธปล่อยนำวิถี Harpoon ที่กองทัพเรือไทยมีใช้งานตามปกติครับ

เอกสารนี้ระบุสัญญาเพิ่มเติมการขายชิ้นส่วนประกอบและอะไหล่(contract provides for components and spares) ให้ไทย วงเงิน $846,769 เป็น 0.41% วงเงินสัญญาจัดหา

ขณะที่ อียิปต์(20) เกาหลี(19), และบราซิล(12) ระบุจำนวนอาวุธ Harpoon แบบสายการผลิตเต็ม(full rate production) รวม 51นัด

ซึ่งเป็นส่วนหนึ่งของโครงการ Foreign Military Sale ในส่วนของไทยก็น่าจะเป็นการจัดหาชิ้นส่วนอะไหล่สำหรับซ่อมบำรุง Harpoon ที่กองทัพเรือไทยมีใช้งานตามปกติครับ

US Navy Contracts for SLAM ER and Harpoon Block II Missiles

T. LOUIS, July 19, 2012 -- Boeing [NYSE: BA] on June 29 received a firm-fixed-price contract from U.S. Naval Air Systems Command for the production of nearly 90 Harpoon Block II missiles and associated hardware for the U.S. and four foreign militaries. The $145.1 million contract also includes exercise and test variants of the Standoff Land Attack Missile Expanded Response (SLAM ER). The first missile deliveries are scheduled for this August and contract work is expected to run through December 2013.

Boeing received two related weapons contracts from the Navy in May: One procured Harpoon and SLAM ER weapons system components for the U.S. and also supported foreign military sales for 12 countries. The other was for Advanced Harpoon Weapons Control software integration for one of the international customers.

"After four decades of cooperation with our Navy partners, Boeing continues to find innovative ways to incorporate system upgrades to enhance Harpoon's reach and interoperability," said Debbie Rub, vice president and general manager for Boeing Missiles and Unmanned Airborne Systems. "This contract allows us to further partner with the Navy to enhance the capabilities of Harpoon and SLAM ER to quickly and affordably meet the evolving needs of warfighters around the globe."

Harpoon Block II missiles feature autonomous, all-weather, over-the-horizon capability and can execute missions against sea and land targets, including coastal defense sites, surface-to-air missile sites, exposed aircraft, port or industrial facilities, and ships in port. More than 600 ships, 180 submarines, 12 different types of aircraft and land-based launch vehicles carry Harpoon missiles. Boeing has delivered more than 7,300 Harpoon and Harpoon Block II missiles to the U.S. Navy and more than 30 international military customers since the inaugural Harpoon contract was awarded by Naval Air Systems Command on June 21, 1971.

SLAM ER, a derivative of Harpoon, is an air-dropped surgical strike weapon against high-value land targets or ships at sea or in port. A highly accurate man-in-the-loop cruise missile, SLAM ER can be launched from a range of more than 150 nautical miles and is reprogrammable in flight.

ในความหมายนี้ คงไม่น่าจะหมายถึง เฉพาะค่าใช้จ่ายในการสนับสนุนการขนส่ง ฮาร์พูน อย่างเดียว ถ้าไม่เกี่ยวข้องกับโปรแกรม..ในความเห็นส่วนตัว...ทร.ไทย อาจจะทำนองเข้าไปมีส่วนร่วมในการลงทุนของ โปรแกรม SLAM-ER อยู่ด้วย...( เดา ล้วน ๆ )

ตัวเอกสารการขายตามโครงการ FMS ของกระทรวงกลาโหมสหรัฐฯนั้นกล่าวถึงการขายตัวจรวด, ชิ้นส่วนประกอบ และอะไหล่ของ Harpoon และ SLAM-ER โดย Boeing รวมกันในภาพรวม

ซึ่งไม่ได้ระบุรายละเอียดเชิงลึกของแต่ละประเทศที่กล่าวถึงเอกสาร โดยในส่วนของเอกสารที่กล่าวถึงไทยก็ไม่ได้มีอะไรที่บ่งบอกถึงการจัดหา SLAM-ER เลย

อีกทั้ง AGM-84K SLAM-ER นั้นเป็นอาวุธปล่อยนำวิถีอากาศสู่พื้นร่อนระยะยิงมากกว่า 150nmi(277.8km) ประเทศที่มีการยืนยันได้ว่าจัดหาไปใช้ก็มี เกาหลีใต้ ซาอุดิอารเบีย ตุรกี UAE

อากาศยานที่ติดตั้งได้ส่วนใหญ่ก็จะเป็นของ Beoing เองทั้ง F-15E Strike Eagle, F-15K Slam Eagle, F/A-18C/D Hornet, F/A-18E/F Super Hornet และ P-8A Poseidon อาจจะยกเว้นกองทัพอากาศตุรกี กับ กองทัพอากาศ UAE ที่จัดหา SLAM-ER มาใช้กับ F-16 ของตน

มองว่าถ้าสหรัฐฯจะส่งออก SLAM-ER ให้มาเลเซียหรือไทยจริงในรูปแบบ FMS น่าจะต้องมีการระบุรายละเอียดที่ชัดเจนกว่านี้

อันนี้ เป็นความเห็นส่วนตัว นะครับ...

มองในความหมายที่ว่า โบอิ้ง ได้รับคำสั่งให้ทำการผลิตอะไหล่ และสวนประกอบต่าง ๆ เพื่อรองรับความต้องการของ สหรัฐ และประเทศพันธมิตร ในอัตราการผลิตที่กำหนด โดย แต่ละประเทศ จะต้องรับผิดชอบค่าใช้จ่าย ในอัตราของแต่ละประเทศที่ระบุ...

โดยราคาที่ระบุของแต่ละประเทศที่ต้องรับผิดชอบ ตามการจ้างนี้...จะนำไปรวมอยู่ในราคาขาย เมื่อประเทศพันธมิตรเหล่านี้้ มีการจัดซื้อจริงต่อไปในอนาคต...ซึ่ง เมื่อมีการสั่งซื้อจริง มันก็จะเป็นราคาทั้งลูก หรือทั้งหมด ซึ่งอาจจะ สมมติ ราคาลูกละ 1 ล้านเหรียญ...แต่ในส่วนอะไหล่หรือส่วนประกอบในส่วนนี้ ก็จะรวมอยู่ในราคาลูกละ 1 ล้านเหรียญแล้ว...โดยสมมติ การสั่งซื้อจริง อาจจะมาในอนาคตอีก 1-2 ปี ข้างหน้า...ซึ่งมันจะไม่ส่งผลต่อราคาในอนาคต ที่จะมีราคาเพิ่มขึ้น...โดยใช้การจัดซ์้อจากโครงการ FMS....

จะเป็นการ บริหารค่าใช้จ่าย ของกองทัพสหรัฐ ในการจะได้ต้นทุนที่ถูกที่สุด คือ ให้ โบอิ้ง ทำการผลิตชื้นส่วนประกอบในอัตราจำนวนที่สูงที่สุด เพื่อให้ได้ต้นทุนต่ำที่สุด...

แต่ในเบื้องต้น เมื่อเริ่มโครงการ SLAM-ER นี้ เกิดขึ้น...ประเทศพันธมิตรต่าง ๆ ก็อาจจะได้ แจ้งจำนวนที่ต้องการซื้อในเบื้องต้นของโครงการนี้ไว้ก่อนแล้ว...

ตัวอย่างเช่น ที่ท่าน superboy สงสัย ว่า ออสเตรเลีย จะใช้ไปถมทะเลเหรอ ถึง สั่งถึง 5,700 ลูก...ผมคิดว่า ยอดการสั่งซื้อนี้ น่าจะหมายถึง การผลิตอะไหล่และส่วนประกอบของ Harpoon ไปตลอดอายุใช้งาน ซึ่งอาจจะ 30 - 40 ปี โดยคำนวนปริมาณอาจจะอยุ่ประมาณ 5 พันกว่าลูก....

ซึ่งในข่าวนี้ ก็คงจะเป็น อะไหล่ และส่วนประกอบ เท่านั้น...คงยังไม่ได้รวม ตัวลูกจรวด และอุปกรณ์เซ็นเซอร์อื่น ๆ....

และสำหรับ ถ้าเป็น SLAM-ER จริง ของ ทร. จำนวน 1 ลูก...ผมคิดว่า อาจจะเป็นคำสั่งซื้อ เพื่อกันการตกขบวนจากโครงการ...อย่างน้อย ก็มีชื่ออยู่ใน ลิสต์ และจะจัดหาเพิ่มขึ้นต่อไปในอนาคต....
